


Membership: Article I
All persons Licensed in Amateur Radio communications shall be eligible for membership. Membership shall be by application either by e-mail or in person at a meeting.Membership will be granted as soon as the applicants information has been verified and voting rights will begin after a one month period. Members must also work and confirm either 10 DX countries or 10 Grid squares within 1 year of membership.
Officers: Article II
Sec. 1. The officers of this club shall be Events Manager,Secretary,Trustee and Treasurer.
Sec. 2. The officers of this club serve on a Voluntary basis.Any member may apply for a vacant office.The officer may serve as long as He or She wishes and remains capable of doing the duties of said office.Elections are held for all vacant offices when 2 or more members seek that office.Removal of an officer or member requires a 2/3 majority vote of the membership.
Duties of Officers: Article III
Sec. 1. Any Officer or Member may offer to conduct a meeting, and conduct them according to the rules adopted. He/she shall enforce due observance of this Constitution and By-Laws; decide all questions of order; sign all official documents adopted by the club, and perform all other duties.At least 4 or more members must be present in order to hold a valid meeting. Any "issue" or Amendment deemed of high Importance by the officers,must be presented to the entire membership!.
Sec. 2. A new office may be created to serve the needs and best interests of the club by a 3/4 majority vote of the existing officers.This may be done by amendment to the existing constitution.
Sec. 3. Vacancies occurring must be filled by Volunteers for that particular office,if 2 or more members apply for a "vacated" office,a runoff will be held.
Sec 4. Secretary. It shall be the duty of the Secretary to keep the constitution and By-Laws of the club and have the same with him/her at every meeting. He/she shall note all amendments, changes and additions on the constitution and shall permit it to be consulted by members upon request.
Sec. 5. The Secretary shall keep a record of the proceedings of all meetings that have 4 or more members in attendance, keep a roll of members, submit membership applications, carry on all correspondence, read communications at each meeting, and mail written meeting notices to each member. At the end of his/her interest in office he/she shall turn over all items belonging to the club to his/her successor.
Sec. 6. The Treasurer shall receive and receipt for all monies paid to the club; keep an accurate account of all monies received and expended ; pay no bills without proper authorization (by the club or its officers constituting a business committee). At the end of each quarter he/she shall submit an itemized statement of disbursements and receipts. At the end of his/her desire to serve or removal by 2/3 majority of the membership, he/she shall turn over everything in his/her possession belonging to the club to his/her successor. Donations to the oporation of our website are greatly appreciated but not required.
The By-Laws shall provide for regular(note amendment) Quarterly Board Meetings and 2 General Meetings per year. At meetings, a minimum of 4 members or more are required for transaction of business.Votes on major issues are conducted via e-Mail.This is to ensure that all members have an *equal* vote as opposed to a small group in a given area making all the decisions.Emergency meetings may only be called when a majority of Officers deem it necessary! Also,said meetings are greatly discouraged!
Meetings: Article IV As Amended: The Secratary and his fellow Officers schedule meeting times and dates.We are a regional club and that presents problems as to finding the best location for all and the frequency of said meetings.There is no perfect location for all. We will conduct 4 Quarterly Board meetings per year that are open to the entire membership and 2 General meetings to be held at major Hamfests.
Fund Raising: Article V
In the future we may have occasional fund raisers,any and all funds raised must be dispersed as needed.The manor of disbursement shall be decided by a majority at a regular and valid meeting. Members must also be notified of all fund raising activities and funds collected.
Membership Assistance: Article VI The club, through designated Interference, Public Relations, and Operating Committees may provide technical advice to members concerning equipment design and operation to assist in frequency observance, clean signals, uniform practice, and absence of spurious radiation's from club member-stations. The club shall also maintain a program to foster and guide public relations.
Amendments: Article VII
This constitution or By-Laws may be amended by a simple majority of members present at said meeting and by e-mail for members who live more than 30 miles from the meetings location. Proposals for amendments shall be submitted in writing via e-mail or at a regular meeting.
Robert's Rules shall govern proceedings.
